Co-creating the tolerant city: The role of inspirational civic leadership

Abstract

In recent decades, the international movement of peoples to cities has accelerated, and some cities now have very high numbers of foreign-born residents. This chapter offers a contribution to current debates about the leadership and management of multicultural cities and communities. It explains how modern processes of globalisation have increased the power of 'place-less' actors, meaning decision-makers who are unconcerned about the impacts of their decisions on the people living in particular localities. This troubling development is increasing inequality in societies and in cities. The chapter, which explores ways of combatting 'place-less' power, outlines a new way of conceptualising place-based leadership. By documenting the experiences of two inspirational examples of civic leadership - one in Gdansk, Poland and one in Bristol, UK - the chapter shows how place-based leadership can make a significant contribution not just to the quality of local governance, but also to societal outcomes.
