This short Opinion article is a contribution to the so-called 'levelling up' debate in the UK. In early July 2022 the Rt Hon Greg Clark MP was appointed to the post of Secretary of State for Levelling Up, Housing and Communities. The article reminds readers that, in 2003, Mr. Clark wrote a blistering attack on what he described as Labour's centralised approach to government. The article argues that, now Mr Clark has great power and influence in central government, he should listen to his own 2003 analysis and take steps to bolster the political and fiscal power of elected local authorities across the UK.
