Abstract
In the last few decades, public engagement in transport planning has become an increasingly important feature of public policy and governance in most democratic societies across the globe. It is about involving the public and other stakeholders in decision-making about transport strategies, plans, infrastructure and schemes at international, national and local scale. There are different engagement mechanisms or tools, ranging from simple information provision, to consultation and participatory approaches where citizens and stakeholders codevelop policies and solutions. Public engagement can occur at different stages of the decision-making process. Normative and instrumental reasons underpin the practice of public engagement, but its application is not a panacea. Public engagement brings its own challenges to transport planning, a process that historically has been dominated by top-down decision-making guided by technical expertise. Evaluation of public engagement activities is essential to improve the process and outcomes of transport planning.
