At the brink: The transition of rainwater harvesting systems in the UK

Abstract

Recent policy changes in the UK promote the use of alternative water sources, such as rainwater harvesting (RWH). However, barriers to implementation still exist, such as unfamiliarity with unconventional systems, the capital and maintenance outlay required and uncertainty regarding system design approaches and system performance. Research described in this paper suggests that at present, RWH in the UK is on the brink of transition into the mainstream, limited by a confused top-down (policy) approach and greater support is required at the bottom-up (technical/stakeholder) level. Consequently, research undertaken utilising a socio-technical evidence-based approach resulted in the development of a strategic framework for RWH. The framework identifies the actors involved in and actions required to achieve the overall ‘vision’ for RWH, determined as being an increase in successful and appropriate implementation of RWH systems in the UK. The identified strategy action areas and aims they support are defined as (i) Product Development – building technical relevance; (ii) Capacity Building – building social and institutional receptivity and (iii) Support Services – demonstrating institutional commitment. Furthermore, guidance is outlined on how the strategic framework could be implemented and by who, which could help RWH in the UK step over the brink.
