Abstract

Bu anket çalışmasındaki temel amaçlar şu şekilde özetlenebilir: (a) KKTC’deki ilk okuma-yazma ile ilgili uygulamaları kapsamlı ve sistemli bir şekilde tespit etmek; (b) öğretmenlerin bu uygulamalar hakkındaki görüş ve değerlendirmelerini saptamak; (c) birinci sınıfta okuma ve yazmayı sökemeyen öğrenci sayısını ilgili dönem için belirlemek; (d) ve son olarak da öğretmen açısından okuma-yazma kazanımında yaşanan sorunların altında yatan nedenlerin neler olduğunu belirlemek.

Anket 2007-2008 Öğretim Yılı’nda birinci sınıfta öğretmenlik yapan veya en az beş yıl ilkokul birinci sınıf öğretmenliği yapmış olan öğretmenleri hedef almıştır. Çalışmaya 78 ilkokuldan toplam 225 öğretmen katılmıştır. Bu öğretmenlerin 143’ü çalışma yapılan dönemde birinci sınıfları okutan sınıf öğretmenleriydi. Böylelikle ilkokulların %87’sini ve birinci sınıf öğretmenlerinin de %84’ünü temsil eden kapsamlı bir çalışma yapılmıştır. Öğretmenlerin görüş ve değerlendirmeleri aşağıda verilen yedi ana başlık altında toplanmıştır.

1. İlk okuma-yazma öğretiminde kullanılan yöntemler;
2. Yeni Türkçe kitapları;
3. Bileşik el yazısının öğretimi;
4. Hizmet içi eğitim etkinlikleri (konferans, kurs, seminer vb.);
5. Denetleme uygulamaları;
6. Okuma bayramı, elma kızartma, kurdele takma ve benzeri uygulamalar;
7. Okuma-yazma sorunları olan öğrenciler.

1. İlk okuma-yazma öğretiminde kullanılan yöntemler

Öğretmenlerin %64’ü karma yöntemini ve %25’i de cümle çözümleme yöntemini kullandıklarını belirtmişlerdir. Okuma-yazma öğretiminde hangi yöntemin en etkili yöntem olduğu konusunda ise öğretmenler arasında ciddi görüş ayrılıkları olduğu gözlemlenmiştir. Ancak büyük bir çoğunluğun (%94) hece/ses çalışmalarının (fonetik çalışmaların) okuma-yazma eğitiminde temel olduğu konusunda görüş birliği içinde olduğu tespit edilmiştir.

Genel hatları ile öğretmenlerin kullandıkları mevcut yöntemlerle sınıfın yaklaşık %94’ünü okutmakta başarılı olduğu gözlemlenmiştir. Bu da uygulanan okuma-yazma yöntemlerinin sınıfın büyük bir oranını okutmakta başarılı olduğunu göstermektedir. Ancak yöntem konusunda gözlemlenen çelişkili görüşler ve uygulamalar eğitimi olumsuz yönde etkileyebileceği için bu durum kaygı vericidir. Hangi yöntemin daha etkili olduğu sorusuna açıklık getirilebilmesi için karma, cümle ve fonetik yöntemlerinin sistemli bir şekilde karşılaştırıldığı bilimsel çalışmaların yapılması gereklidir. Bu karşılaştırılmalı araştırmalar farklı yöntemlerin olumlu ve olası olumsuz etkilerinin objektif olarak incelenmesine olanak sağlayacaktır. Böylelikle mevcut kavram karmaşasını ortadan kaldırmak ve farklı yöntemler konusunda da öğretmenlerin bilinçli bir şekilde aydınlandırılıp yönlendirilmesi mümkün olacaktır.

Son olarak, öğretmenlerin büyük bir çoğunluğu okul öncesi eğitimde yapılan dil çalışmalarının okuma-yazma gelişimi için çok önemli olduğu görüşünü ifade etmiştir. Dil çalışmalarının okuma-yazma gelişimini birebir etkileyebileceğine dair çok güçlü bulgular mevcuttur (bkz., NICHD, 2000; Rose, 2006). Dolayısı ile öğretmenlerin bu görüşü bilimsel raporlar tarafından da desteklenmektedir. Bu nedenle okul öncesi ve sonrasında yapılacak olan dil çalışmaları daha kapsamlı ve sistemli bir şekilde uygulanmalı ve ses/hece çalışmalarını da içermelidir. Bunun da etkili bir şekilde uygulanabilmesi ve birinci sınıf programını aksatmaması için okul öncesi (anaokul) ve ilkokul birinci sınıf müfredatlarının birlikte ele alınıp düzenlenmesi gereklidir.


2. Yeni Türkçe kitapları

Katılımcıların büyük bir çoğunluğu (%89) MEKB tarafından yayımlanan yeni Türkçe kitaplarından memnun olduğunu belirtmiştir. Kitapların özellikle Kıbrıs kültürünü yansıtması en olumlu özellik olarak nitelendirilmiştir. Ancak, bu kitapların kullanımının daha etkili olabilmesi için bazı değişikliklerin yapılmasının şart olduğu konusunda da görüş birliği olduğu tespit edilmiştir. Önerilen değişiklikler şu şekilde özetlenebilir: a) Türkçe kitaplarının işleyiş takvimi hızlandırılmalı ve hece/ses çalışmalarına daha erken aşamada geçilmelidir. b) Kitaplardaki uzun ve zor kelime, cümle, ve parçalar kısaltılıp basitleştirilmelidir. c) Yazılar daha büyük harflerle ve daha geniş satır aralıkları ile yazılmalıdır. d) Ek hece çalışma kitapları basılmalıdır. e) Kitap mevcut şekli ile sayfa sayısı fazla olduğu için ağır ve kullanımı zordur. Bu nedenle, iki kitap halinde basılmalı ve bu yaş çocuğunun güvenle kullanabileceği ve kolayca dağılmayacak sağlamlıkta olmalıdır.


3. Bileşik el yazısının öğretimi

Mevcut uygulamada bileşik yazı çalışmalarına genelde (iyi seviyedeki) ikinci sınıfların son döneminde başlanmaktadır. Üçüncü sınıflarda bu bilgi pekiştirilir. Daha sonraki aşamalarda ise kullanılıp kullanılmaması genelde öğretmenin şahsi kararına bağlıdır. Öğretmenlerin büyük bir çoğunluğu bileşik yazıya geçişin, yazı gelişimini olumsuz yönde etkileyebileceğini belirtmiştir. Bu nedenle de bileşik yazının temel dik yazı bilgisi iyice pekiştikten sonra, üçüncü veya üstü sınıflarda öğretilmesi konusunda görüş birliği olduğu saptanmıştır. Öğretmenlerin bu çalışmada dile getirdikleri görüşler, bu konudaki bilimsel çalışmalardan çıkan sonuçlarla paralellik göstermektedir. Günümüzde, okuması ve öğrenmesi bileşik yazıya göre daha kolay olduğu için dik temel yazı ile okuma-yazma öğretimine başlamak ve bileşik yazıyı ilkokulun ileriki aşamalarında öğretmek en doğru seçenek olarak kabul edilmektedir (Schlagal, 2007).

Son olarak öğretmenler bileşik el yazısı öğretilirken "güzel yazı olarak öğretilmeli" ve "kullanımı da öğrencinin seçeneğine bırakılmalıdır", görüşlerini dile getirmiştir. Başka bir deyişle bileşik yazının derslerde kullanılması zorunlu olan bir yazı şekli olmaması konusunda görüş birliği olduğu saptanmıştır.


4. Hizmet içi eğitim etkinlikleri (konferans, kurs, seminer vb.)

MEKB’nin düzenlediği hizmet içi eğitim etkinliklerinin öğretmenin mesleki gelişimini destekleyen temel kaynak olduğu ve bu etkinliklere katılımın da yüksek olduğu tespit edilmiştir. Ancak, bu etkinliklerin büyük oranda yetersiz olduğu (%63) ve mevcut konferans türü eğitim yerine uygulamaya yönelik pratik bilgilerin ağırlıkta olduğu atölye türü çalışmalara ihtiyaç olduğu (%92) güçlü bir çoğunluk tarafından dile getirilmiştir.


5. Denetim uygulamaları

Genel hatları ile denetleme sistemi olumlu olarak değerlendirilmiştir. Ancak mevcut denetleme uygulamalarının öğretmene rehberlik etmede yetersiz olduğu ve daha etkili olabilmesi için denetleyenin sınıf öğretmenliği yapmış tecrübeli kişiler olması ve denetimin de yılda en az iki kez yapılmasının gerektiği görüşleri büyük bir çoğunluk tarafından dile getirilmiştir. Öğretmenler, denetleme kriterlerinin şeffaf olması ve herkese eşit bir şekilde uygulanması gerektiğini de ayrıca ifade etmişlerdir.


6. Okuma bayramı, elma kızartma, kurdele takma ve benzeri uygulamalar

Okuma bayramının özellikle okuma-yazma gelişimi yavaş olan öğrenciler üzerinde olumsuz etkisi olabileceği büyük bir çoğunluk tarafından dile getirilmiştir. Bu oldukça kaygı verici bir durumdur ve özellikle bu kesim öğrenciyi motive etmek amacıyla uygulanan bu etkinliklerin sanılanın aksine olumsuz etkisi olabileceğini göstermektedir. Yirmi üç ilkokulun okuma bayramını uygulamadan kaldırmasının başında gelen nedenlerden birinin de bu olduğu tespit edilmiştir. Hiçbir öğrenciyi rencide etmeyecek olumsuz yönde etkileme riski olmayan motive edici çalışmaları sınıfın özel ihtiyaçlarına uyarlayarak uygulaması için öğretmen desteklenmeli ve yönlendirilmelidir.

Bu çalışmada elma kızartma gibi sınıf içi etkinliklerinin genelde olumlu değerlendirildiği gözlemlenmiştir. Ancak bu konuda kesin bir sonuca varmadan önce daha derin araştırmaların yapılması gereklidir. Öğretmen ve öğrenci üzerinde gereksiz yere baskı yaratan ve/veya öğrencinin özgüvenini (psikolojik sağlığını) olumsuz yönde etkileme riski olan uygulamaların MEKB tarafından gözden geçirilmesi ve uygulamadan kaldırılması gereklidir.


7. Okuma-yazma sorunları olan öğrenciler

Çalışmanın yapıldığı 2007-2008 Eğitim-Öğretim döneminde, birinci sınıfa giden öğrencilerin %5.8’inin okuma-yazma kazanımında sorun yaşadığı belirlenmiştir. Öğretmenlerin % 45'si bu durumdaki öğrencilerin sağaltımı konusunda uzman desteği aldığını ifade ederken, %38'si hiçbir destek almadığını dile getirmiştir. Öğretmenler birinci sınıfta okuma-yazma sorunu olan öğrencilerin büyük bir oranının düşük zeka ve motivasyon eksikliğinden dolayı öğrenme sorunu olduğunu ve bu çocuklarla birebir çalışabilecek uzman desteğine en fazla ihtiyaç duyduklarını belirtmişlerdir. Öğretmenlerin bu konuda dile getirdiği görüşlerin objektif veri toplama araçları ile teyit edilmesi ve detaylı olarak araştırılması ileride etkili sağaltım programlarının geliştirilebilmesi açısından çok önemlidir. Son olarak, bu konu özel eğitim uygulamaları ile birebir bağlantılı olup özel eğitim konusunda uzman sayısının ve desteğinin artırılmasına yönelik çalışmaların yapılması gerektiğinin bir kez daha altını çizmektedir.

Teacher Views and Evaluations related to the Elementary Reading Instruction Practices in the Turkish Republish of Northern Cyprus


Abstract

The primary aims of this survey study can be summarised as follows: (a) to undertake a comprehensive and systematic investigation of the elementary reading instruction and related practices in the Turkish Republic of Northern Cyprus; (b) to establish the teacher views and evaluations of these practices; (c) to establish the number of students who fail to acquire reading skills at Grade 1; (d) and finally to examine the teachers’ views on the possible reasons underlying reading failure.

The study targeted Grade 1 teachers and primary school teachers who had at least five years of teaching experience at Grade 1 (in the academic year of 2007-2008) . A total of 225 teachers from 78 primary schools participated in the study. Among the participants, 143 teachers were Grade 1 teachers. Hence, this was a comprehensive study that represented 87% of the primary schools and 84% of Grade 1 teachers. Teachers’ views and evaluations were analysed under the following seven titles:

1. The elementary reading instruction methods
2. Recently published Turkish reading instruction books for Grade 1
3. Cursive handwriting
4. In-service training activities (conferences, courses, seminars etc)
5. Inspection practices
6. Reading bairam , giving red ribbon, apple painting , and similar practices
7. Students with reading problems


1. The methods of reading instruction used at primary grade levels

Sixty four percent of the teachers reported to be using the eclectic method of reading instruction and 25% the whole language method of reading instruction. It was found that there was a great deal of variety in the way in which the eclectic method of reading instruction was implemented in practice, and there seems to be a great deal of conflicting views about the effectiveness of different reading instruction methods/practices. However, there was a consensus (94%) that practices that involve phonetic exercises are central for effective reading instruction.

Broadly, it was found that the teachers were able to teach reading skills to 94% of students at Grade 1. This suggests that the currently used methods of reading instruction are relatively successful at teaching a majority of the students to read. However, the observed conflicting views and practices as regards to the different reading instruction methods are certainly a matter of concern, as this can have a negative impact on effective teaching. In order to clarify the question of ‘which method of reading instruction is the most effective?’, there is need to conduct empirical studies in which eclectic, phonetic and whole language methods of reading instruction are systematically compared. These comparative studies will enable to identify objectively the strengths and possible weaknesses of the different methods of reading instruction. In this way, it will be possible to eliminate the current conceptual confusion and provide unbiased and evidence based guidance to teachers.

Finally, the majority of the teachers have expressed the view that preschool language practices are very important for literacy development. This view certainly resonates with the reports that the practices, which are designed to support the language development of children at preschool can have direct effect on later literacy development (NICHD, 2000; Rose, 2006). For this reason, these practices should be more comprehensive and systematic, and should also include phonetic exercises. In order to be able to implement this effectively and ensure that these phonetic practices will not interfere with the current Grade 1 curriculum, it is essential that preschool (kindergarten) and Grade 1 teaching programmes are integrated and revised accordingly.


2. Recently published Turkish reading instruction books for Grade 1

A large majority of the participants (89%) stated that they are satisfied with the new reading instruction books published by the Ministry of Education and Culture. Specifically, the suitability of the content of these books to Cypriot culture was rated as the most positive attribute of these books. However, there was also consensus that a revision of these books is essential in order to improve the effectiveness of their use. The suggested changes can be summarised as follows: a) The timetable of the work programme needs to be speeded up and phonetic exercises should be introduced at an earlier stage. b) The long and complicated words, sentences, and passages should be simplified and shortened. c) The writings should be printed with larger fonts and the spaces between the lines should be wider. d) Additional books for phonetic exercises should be published. e) The current book is far too thick, therefore heavy and difficult to use. For this reason, the book should be published as two books and the binding should be strong enough to ensure that the pages do not come out of the book easily and can be used confidently by this age group of children.


3. Cursive handwriting

In the current practice, cursive handwriting is introduced in the Spring term of Grade 2 (in the classrooms with more able students) and further consolidated at Grade 3. During the later stages of the primary school, it is left to teachers to decide whether they would ask children to use cursive handwriting or not. A large majority of the teachers stated that the introduction of cursive handwriting can have negative effect on writing development. For this reason, there was a consensus that the cursive handwriting should be taught to children at or after Grade 3 when the knowledge of manuscript handwriting is well-consolidated. Teachers’ views on this issue are in parallel to those of empirical studies in this area of research. As manuscript handwriting is easier to learn and easier to read, it is currently recommended that reading instruction should start with teaching children manuscript handwriting and cursive handwriting should be taught during the latter stages of primary school (Schlagal, 2007).

Finally, the teachers have expressed the view that cursive handwriting should be taught under the title of “fine handwriting skills” and “its use should be optional”. In other words, there was consensus that the use of cursive handwriting in other lessons should not be obligatory.


4. In-service training

It was found that the in-service training provided by the Ministry of Education and Culture is central for teachers’ professional development and that the level of participation at these sessions is very high. However, a strong majority of teachers have expressed the view that these training sessions are inadequate (63%), and rather than conference type of training, there is need for workshops type of training sessions where the practical knowledge is emphasised (92%).


5. Inspection practices

Broadly, the teachers have evaluated the inspection procedures positively. However, a large majority expressed the view that the current practices are inadequate at providing guidance to teachers (or supporting their professional development) and for these practices to be more effective, there should be at least two inspections in an academic year and these inspections should be conducted by individuals who have classroom teaching experience. Furthermore, the teachers stated that the inspection criteria should be made more transparent and implemented fairly across all the teachers.


6. Reading bairam, giving red ribbon, apple painting, and similar practices

A large majority has expressed the view that reading bairam can have a negative effect on students who have reading problems. This is a matter of grave concern and in contrast to the widely held assumption, suggests that rather than motivating, these practices can have negative effect on slow learners. It was established that 23 primary schools have abolished reading bairam due to this possible negative effects. Clearly, the teachers should be provided with guidance and support to implement motivation-supporting practices, which will meet the specific needs of their classrooms, and do not have any potential negative effect on any students.

In this study, it was observed that classroom based activities, such as the apple painting are generally evaluated positively. However, before it is possible to make any conclusive statements, it is important to conduct more detailed studies on these practices as well. Those practices which have the potential to cause needless stress on teachers and students and/or undermine the self-esteem (general psychological well-being) of the students should be reviewed by the Ministry of Education and Culture, and abolished.


7. Students with reading problems

It was established that in the academic year of 2007-2008, 5.8% of students had problems with reading acquisition at Grade 1. While 45% of the teachers reported to receive some specialist support, 38% reported that they do not receive any support in order to help students with reading problems. The teachers stated that most of the students with reading problems have general learning difficulties (low IQ) and motivational problems, and that for these students specialist one-to-one support is needed the most. In order to develop more effective remedial programmes for these children, it is clearly important to verify the views of the teachers on this issue by conducting further research with objective assessment tools. Finally, this issue is directly linked with the Special Educational Needs provisions, and further underscores the need for work to increase professional support for Special Educational Needs.
