Abstract
This paper (written in French) suggests that French planners, operating in a Rousseauiste tradition, have an arsenal of rules, regulations and powers at their disposal to protect the republican ideal of 'equality'. English planners on the other hand, it is argued, follow a far more Voltairean ideology in managing and enabling development in a free market.
