Abstract

The accommodation of post-war ethno-cultural and ethno-religious communities has been exclusively framed within the boundaries of nation-states. National frameworks of diversity governance across Western Europe often overlook mobilities and transnational engagements of minorities, as well as transnational state and non-state actors. This chapter argues that nation-state-centric conceptual and policy approaches are challenged not only by the prevailing sociological condition but also by the mounting mobility and transnationalism studies. To address these challenges as well as to study post-war minority accommodation in contemporary Western Europe, this chapter proposes to reconsider minority integration as a three-way process and negotiation. This approach takes both national and transnational contexts and actors into account, proposing a rethinking of nation-state-centric frameworks of diversity governance through avoiding both methodological nationalism and methodological transnationalism. This chapter examines dual citizenship practices, emerging at the intersection of national regimes of citizenship and increased mobility, but are often discouraged citing a perceived splitting of loyalties. Applied in dual citizenship cases, the three-way approach demonstrates that minority integration and transnationalism are not necessarily mutually exclusive; dual citizenship does not simply consolidate mobility and transnational engagements and belongings but also reinforces accommodation into the country of residence.
