Revising the English non-devolution white paper

Abstract

This opinion piece argues that the UK Government's proposals for devolution in England - presented in the white paper published in December 2024 - are unsatisfactory for three main reasons: 1) No solid constitutional shift in favour of place-based power, 2) No reform of the regressive and entirely unsatisfactory council tax system, and 3) No learning from countries, like Sweden, that are already outperforming the UK.
