Abstract

This thesis is submitted to meet the requirements of a Doctorate of Philosophy through publication. This body of work develops the theoretical and empirical foundation for my research in data governance, with a particular focus on developing Evidence-based, Default-open, Risk managed, User-centred (EDRU) approaches. Through a series of seven research outputs, I document the evolution of my work in data governance, aimed at promoting the safe and efficient use of data for research across different contexts and aimed at different groups. The EDRU approach moves beyond traditional, economically driven and adversarial models of data governance, toward a holistic, psychologically informed framework. In addition to the theoretical development and application, I demonstrate the creation and dissemination of training and tools to support data governance, utilizing the EDRU approach. In particular, this work is the first to apply psychological and pedagogical theory to researcher training for secure data access and is the resulting training becoming the course required in the UK for all researchers using the Digital Economy Act 2017 as the legal gateway to access data. This body of work highlights my academic contribution to the field, fulfilling the criteria for the DPhil by evidencing both theoretical advancements and practical implementations.
