Abstract
The focus of this book is the possible criminal liability of senior government officials, and in appropriate contexts, the possible criminal responsibility of corporate entities. The chapter on epidemiology aims to give an overview of the origins and spread of the coronavirus from 2019 onwards. The epidemiology chapter also provides a discussion of the most important scientific features of the novel coronavirus and its most important variants. The comparative (country) chapters contain a common research grid that aims to assist the reader in understanding how governments reacted to the pandemic, with an emphasis on the period immediately following the declaration by the WHO in March 2020. This period was crucial. Governments had to make decisions and had to implement policies against the backdrop of a rapidly changing epidemiological and social situation. Constitutional, political and economic factors formed part of the calculus.
