This national guidance document for local authorities in England provides a summary of a longer research report setting out an international analysis of alternative approaches to sub-national governance. The guidance identifies six principles of good governance that can be used to appraise alternative models. Four respected examples of sub-national governance are presented: Auckland Council, New Zealand; Greater London Authority, UK; Portland Metro, Oregon, USA; and the Association of the Region of Stuttgart, Germany. The examples are chosen to illustrate different approaches to sub-national governance. Key lessons for the design of devolved governance arrangements are set out.
