This research report provides an international analysis of alternative approaches to sub-national governance. It examines the driving forces that are encouraging governments to create new city region governance arrangements and provides six principles of good governance that can be used to appraise alternative models. Four respected examples of sub-national governance are assessed: Auckland Council, New Zealand; Greater London Authority, UK; Portland Metro, Oregon, USA; and the Association of the Region of Stuttgart, Germany. These case studies are chosen to illustrate different approaches to sub-national governance. Key lessons for the design of devolved governance arrangements are set out.
