Abstract
This short article comments on the interim report of the Royal Society of Arts (RSA) 'Inclusive Growth Commission'. It offers two suggestions on how to improve devolution policy in England. First, public policy makers should attempt to 'see like a city' not 'see like a state'. Second, it is important to develop a more sophisticated understanding of the nature of effective place-based leadership. A flower diagram shows how the different realms of leadership in a locality can combine to create new possibilities for public innovation.
