We're in danger of creating featherweight mayors

Abstract
This short article suggests that the new 'metro mayors' being elected to lead six city regions in England on 4 May 2017 could turn out to be 'featherweight mayors'. This is because the powers of these new mayors are far too limited. They have no tax raising powers and the budgets they have been allocated by Whitehall are vanishingly small. Indeed, their budgets are minute when compared with the massive cuts to local government spending (in these self-same areas) being imposed by the UK Conservative Government.
