The legal status of Russian refugees, 1921-1936

Abstract
This article examines the development of refugee protection in the interwar years. It argues that the legal framework was pushed by refugee lawyers and jurists who helped create the category of 'refugee' as a legal person in need of special protections and in possession of certain rights.
