While it is noted that the effect of a changing climate will exacerbate the extreme weather conditions affecting the prevalence of floods and water scarcity, many countries are already facing a cycle of flood and drought, driven by urbanisation and associated human demands on the ecosystem. This chapter describes the complexities facing management of flooding in delta cities within the context of wider water management and then goes on to illustrate the challenges within the specific case study of Jakarta in Indonesia. The causes of flooding within the Asian deltas are complex; but there are also many alternative and complementary measures that can be adopted to reduce flood risk. The conclusion highlighted by the Asian delta cities, but increasingly true everywhere, is that flood risk management must be viewed within the context of the wider water cycle and integrated within urban management as a whole.
