Abstract
The motives of the European Union to develop a foreign policy towards postsoviet transition countries might be more firmly rooted in economic interests. Gaining and granting market access through the gradual extension of cooperation agreements offers a potentially more rewarding activity for both sides not the least because it could combine notions of conditionality with an assessment of progress made in terms of political reform. EU relations with Ukraine can serve as a crucial test to this proposition.
