Place principals: Leadership in planning

Abstract
This short article argues that planning professionals and academics need to focus much more attention on the role of planners as place-based leaders. It argues that the role of leadership has been seriously neglected in planning theory and aims to provide a corrective. A conceptual framework for understanding place-based leadership is presented and three examples of inspirational, progressive place-based leadership by city planners in different countries are outlined to show how planners, seen as civic leaders, can make a difference: Susan Anderson, Director of the Portland Bureau of Planning and Sustainability, Portland, Oregon; Wulf Daseking, Director of Planning and Building in Freiburg, Germany from 1984-2012; and Christer Larsson, Director of City Planning, Malmo, Sweden.
