Bottom‐up approaches to resilient water futures: A comparative analysis of household intentions to implement drought and flood coping responses

Abstract
This study aims to undertake a comparative analysis of the factors that influence households’ coping intentions. A questionnaire survey appraises perceptions of flood and drought risk, efficacy of coping measures, self-efficacy and costs. Response efficacy, consequence and cost were most significant in accounting for behavioural intentions towards flood and drought coping. These variables also defined three main decision-stages of households: pre-contemplative, contemplative and responsive stage. These findings indicate that individual and community interventions for flood and drought resilience should incorporate key variables in decision-making towards more resilient water futures.
As urban water management systems continue to advance their reliability in service delivery, so too do they continue to face increasing threats that challenge their future resilience. Resulting failures include extremes of flooding and drought, which can have several consequences for households and communities. Whilst households and communities are getting more involved in flood risk management, there is no push for such involvement where water resources and drought management are concerned.
