Climate change and global displacement

Abstract

With the numbers of people displaced by climate-change related disasters predicted to be in the many millions, this chapter examines the possible frameworks that could offer those displaced some form of protection, as at present they fall outside the scope of the Refugee Convention.
The chapter considers three options - the expansion of the 1951 Refugee Convention, the establishment of a distinct treaty covering the climate displaced, and the 'soft law' approach of regional guiding principles and agreements.
