Operationalising principles-based output statistical disclosure control

Abstract

This document is intended to help support staff and managers in research environments to implement principles-based output statistical disclosure control of results generated from confidential sources of data. It contains extensive discussion on the practicalities of making decisions and managing effective relationships with researchers. It is intended to complement principles-based training programmes and documents giving guidelines for specific outputs. It does not contain a comprehensive list of all ‘rules-of-thumb’ to be applied; these change over time as statistical theory develops, and may be specific to the particular research service. However, the conceptual framework and practical information on appropriate attitudes developed in this document should have ongoing relevance to practitioners of PBOSDC.
The guidelines developed here are based on the authors’ experience of SDC in a variety of data management services. The authors welcome suggestions for improvement, particularly when based upon practical examples. Likewise, the FAQs reflect the authors’ experience of the commonest questions from researchers and SDC staff; we expect these to be developed following input from others
