Abstract
This article, aimed at local governance policy-makers, outlines a new way of conceptualising local leadership, described as New Civic Leadership (NCL). NCL, which involves strong, place-based leadership acting to co-create new solutions to public policy problems, is put forward as an alternative to the outdated concept of New Public Management (NPM). The article explains how Marvin Rees, Mayor of Bristol, is using the NCL framework to develop a collaborative and inclusive approach to the governance of Bristol known as the ‘One City’ approach.
