Abstract

Future Data Services is a two-year review by the ESRC into the operations and management of UK data services. Briefing Notes produced as part of the programme of work are intended to provide a short explainer of a specific topic related to the provision and use of confidential data for research. The views expressed in this paper are those of the author and do not necessarily represent those of ESRC or the Future Data Services Project.

This paper reviews background concepts relevant to the FDS project including
- data governance models, including the Five Safes and the Data Access Spectrum
- principles- versus rules-based regulation
- economic theories of monopoly, standards and funding models
- behavioural models of decision-making
- defining effective metrics
- barriers in reducing research bureaucracy
