Abstract
The Department for Environment, Food and Rural Affairs (Defra) Property Flood Resilience (PFR) repair grant scheme may be activated following severe flooding events that impact multiple local authorities (LAs). It has been activated, when needed, alongside the Department of Levelling Up, Housing and Communities (DLUHC) core Government Flood Recovery Framework. The programme is delivered via LAs, with funding provided by Defra.
This evaluation considers the PFR grant schemes that have run since 2013/14 including the most recent. Based on the evaluation findings, the following recommendations are made to improve:
1) the effectiveness of the process of delivery of the PFR repair grant scheme
2) the impacts of the PFR repair grant scheme.
Broader recommendations about the future of the scheme based on findings related to its value for money are also provided.
