Abstract

Executive Summary of Evidence: Organised Crime and Chasing Net Zero
1) This evidence will focus on the criminal manipulation of government initiatives to sustainably heat our homes as we work towards the 2050 goal of net-zero emissions; a novel area of concern which has not yet been researched by scholars.
2) In Government narratives on “heating our homes”, there is a worrying void concerning addressing organised crime.
3) Poly-criminal organised crime groups will successfully manipulate the UK’s climate change goals if public sector grants are not protected.
4) Organised crime activity is attracted to, encouraged by, the huge budgets allocated for manufacturing and retrofitting, heat-pumps.
5) The UK government can learn to avoid some of the disastrous consequences that have occurred in the past. For example, the fraudulent procurement of emergency funds and public sector contracts during the pandemic.
