Abstract
By analysing relevant policy documents, official statistics, and primary data from interviews, this chapter tries to explain why higher education remained one of the least reformed areas in Uzbekistan until 2016 and why reforms have accelerated since then. While highlighting the major progress achieved in recent years, the authors argue that the structural impediments that constrain the ability of higher education institutions to plan and build their research capacities independently have remained unattended. Although the new government seems to appreciate the importance of investing in research, recently created incentive mechanisms are geared mostly towards quick fixes. There are no robust or well-considered long-term plans to improve research capacity in a broader sense by making long-term investments in people, processes, and facilities and carefully linking these to research outputs.
