Abstract

In spite of the endorsement by the vast majority of states of the 1993 Vienna Declaration and its affirmation of the universality, indivisibility and interdependence of all human rights, the weak implementation of social and economic rights remains problematic. The paper explores how arguments based on the universality, interdependence and interrelatedness of human righs may be used in order to strengthen protection of social and economic rights. The discussion focuses in particular on the decision of the African Commisson on Human Rights in the SERAC case and other decisions of the African Commission.
