Rethinking child protection strategy: Designing a sustainable framework for children’s social care referrals and assessments'

Abstract

This paper draws on the results of our two year Economic and Social Research Council funded project 'Rethinking Child Protection Strategy', explaining the project, its findings and their use in designing a sustainable framework around the growing number of referrals and assessments for both child protection and safeguarding reasons. We set out the underlying tensions in the current strategy, focussing on the consequences of conflating need and risk and the dangers of treating them as a continuum. This approach underpins national and local policy. We argue for a rethink, and outline the rationale for this need and the principles for a new framework. At a local level, the session provides a critical approach to the challenges national level policy poses to local level services. The particular focus of the paper is around referrals and assessments, and how the difficult questions of need and risk are addressed. The complex questions of the boundaries of consensual and non-consensual are explored, with focus on the practical problems posed by this issue at local level. We explore how local level services can best work within the law and policy whilst delivering effective service within tight timescales and budgets.
