Public service broadcasters as place-makers and the politics of relocation

Abstract

This keynote discusses the place-making role of the UK's Public Service Broadcasters (PSBs). It argues that although PSBs are committed, by statute, to representing the diverse cultures of the UK's nations (Northern Ireland, Scotland and Wales) and its regions, historically British broadcasting has been dominated by London. It explores the different strategies pursued by each of the UK's PSBs - the BBC, ITV, Channel 4 and Channel 5 - and how those strategies reflect the era in which they were founded.
The keynote demonstrates that these strategies are affected by regulation but also government policies and interventions. It concludes by posing a series of questions about how PSBs should best contribute to a diverse and inclusive broadcasting culture in an economy characterised by profound regional imbalances.
