Waste management in England and the 'circular economy' model

Abstract

By tracing the emergence of waste strategy in England, leading up to the most recent strategy launched in 2018, this article aims to aid the development of a shared understanding of what 'waste' means. It also looks at emerging and competing interpretations of waste locally, nationally and at EU level, as well as the shifting roles and responsibilities of the various stakeholders. The review is followed by a discussion of the role of 'circular economy' approaches. The article concludes by posing challenges for future policy-making in the waste sector.
