Planners as progressive place-based leaders}, abstract = {This chapter argues that it is helpful to distinguish between place-less and place-based power. Place-less decision-makers are unconcerned about the impact of their decisions on communities living in particular localities. The forces of economic globalisation, particularly the rise of multinational companies operating on a global basis, have resulted in a spectacular growth in place-less power. The argument presented in this chapter suggests that city planners can, if they see themselves as place-based leaders, offer a significant and important challenge to place-less power. A conceptual framework for understanding the power of place is presented and three examples of successful place-based, progressive planning are presented: Malmo, Sweden; Freiburg, Germany; and Portland, Oregon, USA.
